A method and an apparatus for reducing fatigue when watching 3d image, and a method and an apparatus for generating a low-fatigue 3d image data stream are provided to control a variable to prevent a range of a variable vector of a 3D image from being deviated from a limitation value, thereby reducing watching fatigue. A low fatigue parameter information obtaining unit(110) obtains low fatigue parameter information with regard to a frame interval of a received 3D image. A variable vector information obtaining unit(120) obtains input low fatigue parameter information and variable vector information of a 3D image. The variable vector information obtaining unit outputs the variable vector information to a variable controller(140). A variable limitation determination unit(130) receives the low fatigue parameter information from the low fatigue parameter information obtaining unit.
