An open loop power control apparatus and a method for the same are provided to reduce transmission error rate and improve the efficiency of power control by controlling downward/upward step value to adapt an object error rate. A terminal calculates upward/downward step values at a linear equation by differently adapting the total number of reporting a transmission error message and a transmission succession message(S101). When the terminal receives the transmission error message from a base station(S102), the terminal raises a power calibration value as upward step value(S103). When the terminal receives the transmission succession message from the base station(S104), the terminal lowers the power calibration value as downward step value(S105). The terminal transmits data in a next frame to the base station in consideration of lowered power calibration value as the downward step value. |
