A bone anchoring device and a bone stabilizing device including the same are provided to promote implantation of the device by reducing a distance between the bone stabilizing device and the bone anchoring device. A bone anchoring device includes a receiving unit(4), a bone screw(2) and a fixing member(8). The receiving unit receives the implant member of a rod shape. The receiving unit includes a first bore and a recess(44). The first bore is extended from a first end(40) of the receiving unit. The recess is extended from the first end for inserting the implant member. A bone screw includes a screw part(22) fixed in the bone. The fixing member is formed in the first bore. The fixing member fixes the rigid part of the implant member. The rigidity part of the implant member has the first width. The recess of the receiving unit has the second width. The second width is larger than the first width. The recess receives the stepped part of the implant member.
