An apparatus and a method for controlling a total control system are provided to perform a total processing and a monitoring by individually connecting various control panels and a personal computer for controlling. An apparatus for controlling a total control system comprises a kernel drive(100), a high rank process(200), and a plurality of control panels(300). The high rank process includes DLL(Dynamic Link Library) provided in a manufacturing company of a control panel, is connected to the control panel into DDE(Data Dynamic Exchange) mode, and has a shared memory. The shared memory stores an input/output signal data obtained through communication with hardware of the control panel. The kernel drive controls a reading/writing process of the data stored in the shared memory.
