The detector i.e. water presence sensor (5b), has electrodes including electrically conducting flexible stripped wires (131a1, 131a2) maintained on an elongated absorbent band (133) i.e. adhesive band. The electrodes belong to an electrical circuit that detects the presence of water outside a pipeline in a room i.e. bathroom, of a building i.e. hotel, where the electrodes act as interrupters. The interrupters are opened during absence of water between the electrodes and are closed during presence of water outside the pipeline. An independent claim is also included for a water system management and water leakage detection device comprising a water leakage detector.
