PROBLEM TO BE SOLVED: To provide an image holding body and an image forming device, in which deterioration of image quality can be reduced during image formation in the image forming device while extending the life of the image holding body. SOLUTION: The image holding body comprises at least a photosensitive layer including a charge transport layer laminated on a charge generation layer, which is laminated on a cylindrical or belt-like support body. The charge transport layer is composed of a plurality of layers, the wear resistance of the first layer closest to the support body of the plurality of layers is larger than that of the second layer farthest from the support, and the thickness at both axial ends of the first layer is larger than that at the axial center thereof.
