PROBLEM TO BE SOLVED: To provide a toilet seat device capable of quickly raising the temperature of a toilet seat while surely insulating the toilet seat from a heat-emitting wire. SOLUTION: A linear heater 460 includes an enamel wire 463 consisting of the heat-emitting wire 463a and an enamel layer 463b. The heat-emitting wire 463a consists of, for example, copper alloy containing silver. The enamel layer 463b is formed of, for example, polyesterimide (PEI), polyimide (PI) or polyamide imide (PAI). The enamel layer 463b is covered with an insulating coating layer 462. The insulating coating layer 462 is formed of fluororesin such as perfluoroalkoxy mixture (PFA), polyimide (PI) or polyamide imide (PAI). The linear heater 460 is stuck to the lower face of an upper toilet seat casing 410 clamped between a metallic foil 451 and a metallic foil 453, for example, made of aluminum.
