PROBLEM TO BE SOLVED: To provide a reinforcement unit preassembling apparatus which positively alleviates a burden on reinforcing bar placers, and can efficiently preassemble a reinforcement unit, and to provide a reinforcement unit preassembling method. SOLUTION: According to the operation of the reinforcement unit preassembling unit, main reinforcements 1 are horizontally transported by a main reinforcement transporting stand 2, and inserted inside shear reinforcements 7 temporarily borne by a shear reinforcement temporarily bearing stand 4 arranged between a pair of main reinforcement transporting lifters 3, to thereby temporarily bear the main reinforcements 1 by the pair of main reinforcement transporting lifters 3. Then the main reinforcements 1 are transported to a vertically predetermined location by the pair of main reinforcement transporting lifters 3, then a side of front ends 1a of the main reinforcements 1 is temporarily borne by a main reinforcement front end bearing means 6, and a side of rear ends of the same is temporarily borne by a main reinforcement rear end temporarily bearing stand 5. Further when the plurality of main reinforcements 1 are arranged, the shear reinforcements 7 temporarily borne by the shear reinforcement temporarily bearing stand 4 are allotted to bind the main reinforcements 1, and in this manner the reinforcement unit 12 is preassembled.
