PROBLEM TO BE SOLVED: To provide an input circuit capable of using only a low-cost low breakdown voltage transistor and performing inverting operation near VH/2 to the input of a high voltage (VH). SOLUTION: The input signals of the high voltage are supplied to a PMOS (P02) and an NMOS (N02) connected to a drain, the source of the PMOS (P02) is connected to the gate of a PMOS (P00) and the source of the NMOS (N02) is connected to the gate of an NMOS (N00). The gates of the MOSes (P02) and (N02) are connected to VCCL, the source of the PMOS (P00) is connected to a high power supply voltage, the source of the NMOS (N00) is connected to a ground potential, the drain of the PMOS transistor (P00) is connected to the source of a PMOS (P01) and the drain of the NMOS (N00) is connected to the source of an NMOS (N01). The gates of the (P01) and (N01) are connected to the VCCL, the drains of the (P01) and (N01) are both connected and the input of a circuit for level-shifting high voltage input to low voltage output is attained.
