<p><P>PROBLEM TO BE SOLVED: To provide motion picture encoding technology capable of effecting proper quantization control in a structure employing an entropy encoding means, through which binarization and arithmetic encoding are performed. <P>SOLUTION: The motion picture encoder includes at least: a producing means for producing a quantization parameter for quantization process; and an encoding means for performing the binarization and arithmetic encoding. In this case, the producing means estimates a second accumulation generating code amount from the head macroblock to the second macroblock in a second code row produced by the arithmetic encoding by using a first accumulation generating code amount from the head macroblock of the image to be processed to the second macroblock processed immediately before the first macroblock in the first code row produced by the binarization.
