The dye-sensitized solar cell is manufactured by using one of or both of a photoelectrode and a counter electrode. In the photoelectrode, a short-circuit prevention layer composed of an insulating material is formed at least on the peripheral portion of a region to face a counter electrode on a transparent conductive board. In the counter electrode, a short-circuit prevention layer composed of an insulating material is formed at least on a part of a peripheral portion of a region to face the photoelectrode on the counter electrode.
