A plasma display panel and manufacturing method thereof are provided to increase the discharge efficiency by increasing the amount of the secondary electrons emitted by controlling the shape, size and distribution of the crystalline powder. An upper substrate is formed by milling and cleaning a glass for a display substrate(S211). A bus electrode is formed to lower the resistance value of a transparent electrode(S212). An upper plate dielectric layer is formed on the upper substrate(S214). A protective film is formed on the upper plate dielectric layer(S215). A lower substrate is formed by milling and cleaning the glass for the display substrate(S221). An address electrode is formed at one side of the lower substrate in the direction intersecting with the transparent electrode(S222). A white lower-plate dielectric layer is formed on the address electrode(S223). A partition is formed on the lower plate dielectric layer(S224).
