PROBLEM TO BE SOLVED: To provide a developing unit and an image forming device which can prevent the developing agent from degrading over a long period, prevent the toner from adhering to the regulator, and appropriately regulate the developing agent thickness in a simple configuration. SOLUTION: This developing unit 24 has a developing roller 31 to supply toner to the surface of the photoreceptor 21 to develop the latent image, and a regulator 34 positioned facing the developing roller 31 with a gap in between for regulating the amount of the developing agent on the roller 31. It uses a two component developing agent containing toner and carriers, and the regulator 34 has a blade and a thin film in close contact with each other at the position where the blade and the developing roller 31 face each other and move across the axial direction of the developing roller 31.
