PROBLEM TO BE SOLVED: To provide a stable failure judgment not influenced by an operation condition of an internal combustion engine. SOLUTION: The failure diagnosis device of an internal combustion engine cooling system provided with a water pump for circulating cooling water for cooling the water cooled internal combustion engine, a thermostat for opening and closing a channel of cooling water flowing to a radiator, a radiator fan for accelerating heat radiation of the radiator, and a water temperature sensor measuring temperature of cooling water, has a failure judgment function capable of judging a failure of the internal combustion engine cooling system by temperature change of cooling water accompanying operation and stop of the water pump, the radiator fan and the thermostat during operation of the internal combustion engine.
