PROBLEM TO BE SOLVED: To promote breeding of aquatic animals and plants, by growing marine algae in a water depth region in a fixed range where a quantity of light suitable for photosynthesis can be obtained. SOLUTION: The breeding block 1 for aquatic animal and plant is constituted of a block machine body 2, formed from a foamed resin having a specific gravity smaller than that of seawater, a ballast 3 formed from concrete etc., having a specific gravity larger than that of seawater and an aquatic animal and plant breeding coating material 4 to be applied to the outer surfaces of the block body 2 and the ballast 3. The block body 2 is provided with a packing 10 for packing the ballast 3, and the aquatic animal and plant breeding coating material 1 is made to float in a water depth region of a fixed range, by regulating the packed amount of the ballast 3 to promote marine algae breeding.
