PROBLEM TO BE SOLVED: To provide a video signal processing apparatus for achieving high image quality by determining correlation between a current frame and a previous frame based on an input video signal and controlling gain of a video signal and light emitting time based on the determined correlation, and to provide a video signal processing method, a program and a display device.

SOLUTION: The video signal processing apparatus includes: a sub-frame generating part for generating a plurality of sub-frames in one frame period by outputting the input video signals of a plurality of times in one frame period; a correlation determining part for determining correlation between the current frame expressed by the input video signal and the previous frame in each corresponding pixel in each sub-frame; and a frame division part for outputting the video signals regulated in each sub-frame in respective corresponding periods of the sub-frames by regulating the gains of the video signals corresponding to the pixels respectively in each sub-frame based on the determined result of the correlation determining part.
