PROBLEM TO BE SOLVED: To provide a headrest controller capable of moving a headrest to a suitable position upon a collision from the rear of a vehicle regardless of the direction of an occupant's face on the vehicle. SOLUTION: This headrest controller 1 performs moving control on the headrest toward the front of the vehicle based on the detected value of capacitance or the comparison between the detected value of the capacitance and the target capacitance upon the collision from the rear of the vehicle. The headrest control device 1 includes: capacitance detection means 11 mounted on the headrest for detecting the capacitance between the headrest and the occupant's head; at least one detection means 10, 30a, 30b between lateral angle detection means for detecting the lateral angle of the occupant's face and vertical angle detection means for detecting the vertical angle of the occupant's face; and correction means 31a for correcting the detected value of the capacitance and/or the targeted capacitance according to the lateral angle and/or the vertical angle of the occupant's face.
