<P>PROBLEM TO BE SOLVED: To provide a video image distribution system and a video image distribution method, which can make a viewer certainly view and listen advertising information. <P>SOLUTION: Contents data which compose the advertising information, are made to include information data for decoding enciphered main contents data. That is, a key for decoding which becomes necessary for decoding succeeding program contents, is made to be created and acquired by viewing and listening CM (commercial) contents.
