<P>PROBLEM TO BE SOLVED: To provide a counter-type mobile tester enhancing a connection rate by installing a transmission power control function, and improving test quality of a communication quality evaluation test between mobiles. <P>SOLUTION: A mobile tester comprises: a first stage 11 for communicating with a first mobile 21; a second stage 12 for communication with a second mobile 22; and a communication quality evaluation unit 3 for evaluating communication quality between the first mobile 21 and the second mobile 22 on the basis of a first communication quality evaluation uplink signal outputted from the first stage and a second communication quality evaluation uplink signal outputted from the second stage.
