<P>PROBLEM TO BE SOLVED: To suppress the degradation in reform rate of a steam reformer due to dropping of operation temperature. <P>SOLUTION: At least 50% of a fuel electrode exhaust gas exhausted from a fuel electrode 101 is, as the fuel electrode discharge gas for recycling, recycled to a fuel supply path 112 through a fuel electrode discharge gas path 119 for recycling.
