PROBLEM TO BE SOLVED: To suppress circuit scale, then improve confidentiality of communication data and prevent circuit internal operation from being analyzed and deduced, in an unauthorized manner. SOLUTION: In transmission from a transmission-side device 10 to a reception-side device 20, an encoder 11 makes data X<SB>0</SB>in input data into external data B<SB>i</SB>of initial value, sets EXOR of the external data B<SB>i</SB>and the input data X<SB>0</SB>into external data B<SB>0</SB>, sets EXOR of the input data X<SB>0</SB>and X<SB>1</SB>as external data B<SB>1</SB>, sets EXOR of input data X<SB>1</SB>and X<SB>2</SB>as external data B<SB>2</SB>, performs similar arithmetic to an nth bit thereafter and outputs the external data Bi and B<SB>0</SB>to B<SB>n-1</SB>. A decoder 21 sets EXOR of the external data Bi of the initial value and B<SB>0</SB>as output data Y<SB>0</SB>, sets EXOR of the output data Y<SB>0</SB>and the external data B<SB>1</SB>as output data Y<SB>1</SB>, sets EXOR of the output data Y<SB>1</SB>and the external data B<SB>2</SB>as output data Y<SB>2</SB>, performs similar arithmetic to the nth bit thereafter, and outputs the output data Y<SB>0</SB>to Y<SB>n-1</SB>.
