PROBLEM TO BE SOLVED: To provide an organic EL light emitting element capable of extracting light at high efficiency by increasing light extracting efficiency in a diagonal direction while suppressing reduction of front extracting light. SOLUTION: The organic EL light emitting element includes a translucent electrode 3 between a translucent substrate 1 and an organic light emitting layer 2, and a light extracting layer 4 for changing light directivity between the substrate 1 and the translucent electrode 3. Herein, light emitted from the organic light emitting layer 2 is extracted from the light extracting layer 4 and the translucent electrode 3 through the translucent substrate 1. The light extracting layer 4 is formed with a light scattering layer 5. In the light scattering layer 5, a light scattering region 8, which is composed of light scattering particles 6 and a binder resin 7, and a light transmitting region 9, which has a content rate of the light scattering particles 6 lower than that in the light scattering region 8, exist by being mixed in the planar direction.
