PROBLEM TO BE SOLVED: To flexibly and securely control the access to a recording medium from an information processor. SOLUTION: If USB memory 1 is connected to a PC4, a storage medium controller 2 prohibits access to the storage medium 3 from a PC4 when the PC4 is connected to a network 5 and controls the access to each file inside the storage medium 3 from PC4 in accordance with the authority level of the data of a key obtained by the storage medium controller 2 when PC4 is not connected to the network 5.
