PROBLEM TO BE SOLVED: To discriminate a connected appliance, based on flow rate information on an instantaneous flow rate and duration. SOLUTION: When a discrimination learning means 10 discriminates an unregistered appliance by the flow rate measured by an ultrasonic flowmeter 7 and duration, during which the flow rate is continuously measured, the appliance registering means 10 receives appliance information sent from the unregistered appliance via a wireless communication means, and newly registers the appliance information, in association with the flow rate measured by the ultrasonic flowmeter 7 and the duration during which the flow rate is measured continuously.
