PROBLEM TO BE SOLVED: To provide a technology for preventing the generation of soot and dioxin in burning emulsion fuel and efficiently burning the emulsion fuel. SOLUTION: A first combustion chamber and a second combustion chamber are made to communicate with each other in burning the emulsion fuel composed of a suspension mixture of combustible oil and water, a combustible oil component of the emulsion fuel supplied from a burner is oxidized and burned, and hydrogen and a carbon monoxide are produced by a water gas reaction in the first combustion chamber, and water gas is burned in the succeeding second chamber. A plurality of burners are disposed in the first combustion chamber, and at least (1) a spraying burner of emulsion fuel, and (2) a spraying burner of liquid fuel or gas fuel as the auxiliary fuel of the emulsion fuel are preferably disposed.
