<P>PROBLEM TO BE SOLVED: To provide a membrane electrode assembly in which elution of a resin material from a resin frame is suppressed, and in which an adverse effect to a fuel cell and the peripheral driving device is prevented, and to provide a fuel cell using this membrane electrode assembly. <P>SOLUTION: The membrane electrode assembly 5a with a frame is equipped with the membrane electrode assembly 5 equipped with an electrode 4 in which a catalyst layer 2 and a diffusion layer 3 are laminated on both faces of an electrolyte membrane 1 in this order, and a pair of resin frames 20 to pinch an electrolyte membrane part bulging outward surroundings of an electrode of this membrane electrode assembly 5 from both faces via an adhesive, and an alkaline raw material is mixed into the resin frame 20.
