PROBLEM TO BE SOLVED: To appropriately adjust transmission timing and a volume of transmission of history data from a base center device to an integrated center device. SOLUTION: The integrated center device 10 stores a minimum bandwidth and an authorized occupancy ratio of the base center device 20 or the like. Then, the integrated center device 10 calculates the number of request data from the minimum bandwidth, the authorized occupancy ratio, or the like, to transmit the history request signal including the calculated number of request data to the base center device 20 or the like. The base center device 20 or the like transmits the history response signal including the history data of the number of request data included in the history request signal as the response to the history request signal to the integrated center device 10.
