PROBLEM TO BE SOLVED: To provide a rotary member that has superior wear resistance with respect to bearings and stable conductivity and to provide a developing device and an image forming apparatus that have the rotary member. SOLUTION: The rotary member 26 includes support members that are formed to be supported by the bearings. Each support member has: flanges 33 and 34 serving as spindle core elements and made of an aluminum alloy; and cylindrical members 35 formed of stainless steel and covering longitudinal areas of flanges 33 and 34 in slide-contact with conductive bearings formed by sintering an iron-copper powder alloy.
