<p><P>PROBLEM TO BE SOLVED: To provide a delay information distribution device capable of distributing a telegraphic message informing delay of a train due to disorder of an operation diagram suitable for a user corresponding to a change of a use form of a transportation facility in the user without making the user feel troublesomeness. <P>SOLUTION: This delay information distribution device 1 decides whether or not a user should be informed of the delay of the train due to the disorder of the operation diagram generated at this point of time by using passing information on his previous day of the user for every user. The delay of the train due to the disorder of the operation diagram suitable for the user therefore can be distributed corresponding to the change of the use form of the transportation facility in the user.
