PROBLEM TO BE SOLVED: To provide a transparent electrode base material equipped with an ITO transparent conductive layer with improved conductivity, through reduction of a resistance value of the ITO transparent conductive layer arranged at the transparent base material. SOLUTION: The transparent electrode base material 10 at least equipped with a transparent base material 11 and a transparent conductive layer 12 arranged on one of its face is provided with at least one intermediate layer 13 consisting of indium oxide containing a transition element and/or Ga between the transparent base material 11 and the transparent conductive layer 12.
