PROBLEM TO BE SOLVED: To provide an organic EL device whose light-emitting wavelength is controlled, which demonstrates high luminous efficiency, and has a long emission lifetime as well as an illuminating device and a display device using the same. SOLUTION: The organic electroluminescent device contains at least one type of chemical compound including a partial structure expressed by the following formula (1). In the formula (1), R<SP>1</SP>and R<SP>2</SP>each represent substituent groups, Q<SP>1</SP>expresses an aromatic hydrocarbon ring or an aromatic heterocycle, Q<SP>2</SP>expresses a complex condensed ring containing hydrogen, which is formed by at least two five-membered rings, n1 expresses an integer of 0 to 4, n2 expresses 0 to an integer in which permutation is possible for Q<SP>2</SP>, and M expresses transition metal elements of groups 8 to 10 in the element periodic table.
