PROBLEM TO BE SOLVED: To provide a sound insulating wall which is superior in sound insulation effect, is lightweight and is superior in operability and workability, and a sound insulating panel as a component thereof. SOLUTION: The sound insulating wall is constituted by joining a plurality of nearly rectangular sound insulating panels in a surface direction. Each of the sound insulating panels has a nearly rectangular main plane plate portion 21 having a first surface and a second surface on the reverse side of the first surface, an edge 22 formed on the side of the first surface while extending to a predetermined length from each side of an outer peripheral portion of the main plane plate portion 21 at right angles to the first surface, and a reinforcing material 5 extending along the first surface to connect edges 22 of respective sides to each other.
