PROBLEM TO BE SOLVED: To provide a discharge lamp capable of expecting a suitable light reflection property on a light reflection film without using minute particles with a special crystal structure and quite fine particles and improving peeling-off of the light reflection film, and a lighting device using the same discharge lamp. SOLUTION: The discharge lamp comprises an airtightly sealed glass bulb 1, a discharge medium enclosed in the bulb, a discharge electrode 23 for creating electric charge in the bulb, a protection film 3 covered on the internal surface of the bulb, and a light reflection film 4 mainly made of aluminum oxide with an average particle diameter of 2-6μm and partially covered on the protection film so as to make average film thickness of 10-40μm.
