<p><P>PROBLEM TO BE SOLVED: To perform a satisfactory scheduling in a communication apparatus which allocates a communication resource area to be used for communication with an apparatus of a communication party. <P>SOLUTION: A plurality of data sorting means 11, 12 respectively sort communication target data in communication with an apparatus of a communication party into small capacity RTD, a large capacity RTD and nRTD. A plurality of scheduling means 13, 14 respectively allocate a communication resource area by using a first condition for making the RTD precede the nRTD based on the sorted result, a second condition for making the small capacity RTD precede the large capacity RTD, a third condition for allocating a communication resource area used before to the small capacity RTD if possible, and a fourth condition for making a communication party's apparatus having high communication quality precede about the large capacity RTD and the nRTD.
