PROBLEM TO BE SOLVED: To provide a device with relatively simple and inexpensive design capable of effectively performing the crosscut and changeover of a roll, and changing over the roll with no fold on a new sleeve. SOLUTION: The new sleeve (1) is inserted into a roll changeover device (5) to change over a roll. The roll changeover device comprises: a guide shell (6) surrounding a part of the sleeve (1) when forming a flow clearance (7); a cutter crosscutting a material web and attached to the guide shell (6); a blowing device (9) blowing air in the flow clearance (7) so that an web end formed by the crosscut is sucked into the flow clearance (7) and wound around the sleeve (1); and an electrostatic charge device (10) improving the adhesion of the web end to the sleeve (1).
