PROBLEM TO BE SOLVED: To provide a technology capable of determining whether or not a production plan for mounting components on many types of boards can be made by replacing component supply platforms mounted with component supply units storing components required for each of the boards.

SOLUTION: Through an input part 123, production plan data to identify types of boards to be manufactured, inputs of production line data to identify a component mounting apparatus for use in the manufacturing of the board, and data on the number of usable component supply platforms that identify the number of usable component supply platforms in the manufacturing of the board are accepted. A component mounting setup data generation part 122 on a control part 120 detects whether or not there exists a combination of component supply units and component supply platforms that satisfies a constraint condition identified by the production line data and the data on the number of usable component supply platforms according to inputted the production plan data on the basis of a physical constitution of the component mounting apparatus that is stored on a memory 111.
