PROBLEM TO BE SOLVED: To provide a fuel injection control device capable of accurately calculating the averaged value of injection amounts injected for learning and also provide a fuel injection system in which the fuel injection control device is used. SOLUTION: A determination period in which the injection amounts 200 injected for learning are determined whether appropriate or not is divided into a former half part therebefore the number of data on the injection amounts 200 exceeds a predetermined value and a latter half part thereafter the number of the data exceeds the predetermined value. When the dispersion of the injection amounts 200 is within a predetermined dispersion range 202 in the former half part, a step is moved to the determination of appropriateness of the injection amounts 20 in the latter half part. When the dispersion of the injection amounts 200 exceeds the dispersion range 202 in the former half part, the step is not moved to the determination of appropriateness o the injection amounts 200 in the former half part. When the detected injection amount 200 is separated from a predetermined injection amount range 212 with respect to the averaged value 210 of the injection amounts 200 in the latter half part, the injection amounts 200 separated from the injection amount range 212 are excluded from the objects from which the averaged value 210 is calculated.
