PROBLEM TO BE SOLVED: To obtain a curling wave agent that has slight irritation to the skin, no fear of environmental pollution and does not emit an unpleasant odor by constituting a first liquid and a second liquid composed of harmless components or further eliminating necessity of using the second liquid. SOLUTION: A curling wave process is completed by (S11) winding and fixing hair by a curling lot, (S12) evenly applying the first liquid to the hair, (S13) warming the hair by a steamer for about 10 minutes so as to cut a cystine bond in the cortex of the hair, successively, (S14) washing away the first liquid and excellently draining water, (S15) evenly applying the second liquid to the hair, (S16) allowing the hair to stand for 10-15 minutes so as to restore the cut cystine bond to the original state and fixing the hair in a shape wound by the curling lot, (S17) removing the lot from the hair, (S18) washing the hair with warm water and washing away the second liquid and (S19) drying the hair.
