<p><P>PROBLEM TO BE SOLVED: To solve a problem that it is difficult to rapidly laminate a film on a paper sheet without damaging the printed paper sheet. <P>SOLUTION: An overlaying section 100 has an overlaying drum 110 that holds and conveys a paper sheet 1 after receiving it from a delivery drum 101 and rotates at a peripheral velocity not higher than that of the delivery drum 101.
