PROBLEM TO BE SOLVED: To provide an efficient method of manufacturing a pattern forming body on which patterns different in characteristic are formed. SOLUTION: The method of manufacturing a pattern forming body has a pattern forming process in which a variable characteristic layer, of which the characteristic varies by an optical catalysis effect, and an optical catalysis containing side substrate, which has an optical catalysis containing layer containing the optical catalysis and a base material, are arranged with a space so that the optical catalysis containing layer and the variable characteristic layer are≤200μm, and then energy is radiated, thus a pattern composed of portions having different in characteristic is formed, wherein an eliminating process of an impurity of the optical catalysis containing layer is performed before the pattern forming process, in order to remove the impurity on the surface of the optical catalysis containing layer by resolving or washing.
