PROBLEM TO BE SOLVED: To provide a driving device capable of realizing increase in the speed of rocking motion. SOLUTION: A voice coil motor provided in an image-shifting device 10 comprises a coil 4 for producing thrust on a rectangular shaft X<SB>2</SB>, a flap for fixing the coil 4, and a flat spring for providing a biasing force against the thrust to the flap, and the rocking shaft X of the flap is parallel to the shaft X<SB>2</SB>, and is located in between a shaft X<SB>1</SB>parallel to the shaft X<SB>2</SB>and opposite to it and a shaft X<SB>0</SB>parallel to the shaft X<SB>2</SB>and passing through the center of figure of the coil 4.
