PROBLEM TO BE SOLVED: To provide a decision system capable of deciding the absence of specific electrical equipment in the electrical equipment used by a power consumer by utilizing a watthour meter. SOLUTION: The decision system has a plurality of electrical equipment 11A to 11C, the watthour meter 12 measuring the total power consumption of electrical equipment 11A to 11C, a first output means 13 outputting the information of the total power consumption measured by the watthour meter 12 and a first input means 21 inputting the information of the total power consumption output from the first output means 13. The decision system further has an electric-energy information storage means 51 storing the information of the total power consumption input to the first input means 21 and a decision means 42 deciding the absence of specific electrical equipment in a plurality of pieces of electrical equipments 11A to 11C on the basis of the information of the total power consumption stored by the electric-energy information storage means 51. The decision means 42 decides the absence of specific electrical equipment in the plurality of pieces of electrical equipment 11A to 11C on the basis of the change of the total power consumption at a fixed time zone included in the information of the total power consumption stored in the electric-energy information storage means 51.
