<p><P>PROBLEM TO BE SOLVED: To precisely predict slope collapse, and to accurately issue and release evacuation information. Ž<P>SOLUTION: A computer system 12a receives standard GPS data from a GPS standard station arranged outside a slope, and receives GPS data from a GPS station arranged in the slope, and acquires location information showing standard point location information indicating the location of the GPS standard station and the location of the GPS station according to the standard GPS data and the GPS data, and searches slope state data(for example, displacement). Furthermore, the computer system receives measured rainfall data showing rainfall and predicted rainfall data showing future predicted rainfall as weather data, and predicts the collapse of the slope according to the weather data and the slope condition data and a collapse risk level score value showing the risk level of slope collapse, and distributes warning/evacuation/regulation information. After distributing the warning/evacuation/regulation information, the computer system decides whether to release the issue of the warning/evacuation/regulation information according to the weather data and the slope condition data and the collapse risk level score value.
