PROBLEM TO BE SOLVED: To solve a problem that it takes time when a specified picture is decided and that decision precision drops when speed is made high. SOLUTION: An input means inputting picture information of a band area having a prescribed size from an inputted picture, a sub-block selection means selecting picture information of a sub-block having the prescribed size from the band area, a specified picture decision means deciding whether the inputted picture has a feature which is previously decided in accordance with picture information of the sub-block and a processing means conducting a processing on the inputted picture in accordance with a decision result by the specified picture decision means are installed for solving the problem. |
