PROBLEM TO BE SOLVED: To enable a user to use a card without anxiety by suppressing use of the card beyond the limit without spoiling the convenience of card settlement.

SOLUTION: A card preparing apparatus 120 reads card information identifying at least one first card that a card member owns, and receives input of a personal identification number (PIN) and input of information about a self-setting limit amount of the first card. The apparatus then collates the input PIN. When the PIN is in agreement as a result of collation, the apparatus prepares a second card other than the first card based on the card information of the first card, the input PIN and the information about the self-setting limit amount, and also transmits the information about the second card to a card issuer server 110.
