PROBLEM TO BE SOLVED: To efficiently and effectively use frequency resources and to improve the communication efficiency of the entire channel.

SOLUTION: By determining the quality of propagation characteristics in a first antenna 4d which is a horizontally polarized wave antenna for each of a plurality of subcarriers and allocating transmission data to the subcarrier for which it is determined that the propagation characteristics in the first antenna 4d are excellent among the plurality of subcarriers, transmission signals including the transmission data are transmitted from the first antenna 4d. In the meantime, by allocating the transmission data also to the subcarrier for which it is determined that the propagation characteristics in the first antenna 4d are not excellent among the plurality of subcarriers, the transmission signals including the transmission data are transmitted from a second antenna 5d which is the horizontal polarized wave antenna and a third antenna 6d which is a vertically polarized wave antenna.
