PROBLEM TO BE SOLVED: To provide a safe driving support system for ensuring high safety of communication, without using high-performance information processing equipment in an in-vehicle device side, and distributing properly and reliably safe driving support information according to a vehicle operation state, and an in-vehicle device used therefor. SOLUTION: The in-vehicle device 300 receives encrypted distribution information distributed from a road side DSRC communication device 200. decodes the distribution information by encryption data included in communication data received from a road side optical beacon device 100 of a communication area through which a vehicle 400 has passed, selects the distribution information according to notification data and a driving state of the vehicle 400, from among the decoded distribution information, and presents the distribution information to a driver.
