PROBLEM TO BE SOLVED: To provide a warming device for internal combustion engine, capable of raising cooling water temperature for an internal combustion engine by use of thermal energy in outside air. SOLUTION: The device includes a heat accumulation tank 51 storing cooling water for the internal combustion engine 1; a water temperature sensor 54 detecting cooling water temperature in the heat accumulation tank 51; an outside air sensor 12 detecting outside air temperature; a radiator 24 performing heat exchange between the outside air and the cooling water for the internal combustion engine 1; an electric blowing fan 28 blowing the outside air to the radiator 24; a selector valve 34 switching flow passages within a cooling water circuit of the internal combustion engine 1; and an HV-ECU 16. The HV-ECU 16 circulates, when the outside air temperature is higher than the cooling water temperature in the tank 51 as a result of comparison between the cooling water temperature in the tank 51 and the outside air temperature, the cooling water in the tank 51 to the radiator 24 by means of the selector valve 34 after circulating it into the internal combustion engine 1, and drives the fan 28.
