PROBLEM TO BE SOLVED: To provide a process for preparing a biodegradable polyvinyl alcohol-based foam without requiring an extrusion machine, an injection machine and the like. SOLUTION: The process for preparing a polyvinyl alcohol-based foam comprises freeze-gelling an aqueous solution which contains polyvinyl alcohol and a blowing agent and is free from a metal powder for sintering and a ceramic powder for sintering to obtain a gelled product, thereafter unfreezing this freeze-gelled product, and expanding the gelled product maintaining the gelled state even after unfreezing at a temperature of lower than the dissolving temperature of the polyvinyl alcohol.
