PROBLEM TO BE SOLVED: To reliably detect a deterioration of an electric apparatus such as a gas insulated switch in a detection surface of partial discharge due to an electromagnetic wave even in environments including sudden noise or many communication waves. SOLUTION: When a detected value (BGN: background noise) is larger than a reference BGN value, it is determined that many noise components still exist, and the processing of removing those in a range from the maximum value of the signal levels to the L-th sort order is repeated again with the same procedure while increasing the value of L.
